Tara Kunkel, MSW

Tara Kunkel is the Executive Director of Rulo Strategies, where she leads the organization's work to deliver practical solutions for justice and behavioral health systems. A skilled collaborator and visionary leader, Tara builds partnerships with justice leaders and helps them put in place policies that support safer, healthier communities.

Tara has directed more than 40 projects in local, state, national, and international criminal justice systems. Her expertise spans criminal justice and drug policy, and her work focuses on helping community corrections agencies, jails, and courts improve outcomes for people with behavioral health needs.

Tara holds a master’s degree in social work from Virginia Commonwealth University.
