Opioid Settlement Planning
Turning settlement dollars into long-term community solutions.
Local governments are receiving opioid settlement funds, but many lack the tools and coordination to effectively invest these funds. Without a strategic plan and grantmaking experience, these funds may not achieve the long-term, transformative impact they were intended to deliver.
the problem
Rulo Strategies brings expertise specific to overdose prevention, substance misuse, substance use disorders, and opioid settlement funds, along with deep subject matter expertise in public health and behavioral health-related grantmaking.

You have the wisdom, we build the roadmap.
At Rulo Strategies, we understand that no two communities face the opioid epidemic in the same way. That’s why our planning process begins with deep engagement—listening to local voices, mapping assets and gaps, and elevating the lived experiences of those most impacted. By centering community feedback and tailoring recommendations to reflect each area’s unique challenges and strengths, we help jurisdictions make the most of their opioid settlement dollars with solutions that are both evidence-based and locally grounded.
Opioid Settlement Education Series
The Opioid Settlement Funding series, developed by Rulo Strategies in partnership with the Opioid Response Network, offers guidance to states, localities, and tribes on using opioid settlement funds to address substance use disorder within corrections settings. It outlines how portions of the national opioid settlement funding should be allocated, emphasizing evidence-based approaches to treatment, recovery, and prevention. The series highlights guiding principles for spending, such as saving lives, using data, and ensuring fair, transparent processes, and recommends specific strategies for different criminal justice sectors.
