Since 2020, we’ve delivered hands-on technical assistance, innovative training programs, and expert guidance for initiatives at the national, state, and local levels. Reaching Rural: Advancing Collaborative Solutions 

2022 - 2025

The Reaching Rural Initiative brought together rural practitioners from across the country for a year of collaboration, learning, and innovation. Through a partnership between Rulo Strategies, the State Justice Institute, and the Institute for Intergovernmental Research, participants received individualized coaching, hands-on workshops, and virtual and in-person learning experiences. Over three cohorts, more than 150 professionals built new skills and strategies to strengthen their rural communities. This initiative was made possible with support from the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice, and the State Justice Institute.

Building Bridges Initiative

2023 - 2025

The Building Bridges Initiative focused on strengthening connections between jails and community-based treatment providers to expand access to care for individuals with opioid use disorder (OUD). Funded by the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice, Rulo Strategies partnered with the Institute for Intergovernmental Research to support 15 communities through a nine-month planning process. Together, they developed comprehensive continuums of care that improved access to treatment, both during incarceration and after release through medication-assisted treatment providers.


Texas Reentry Learning Collaborative

2024 - 2025

With funding from the Texas Health and Human Services Commission and in partnership with the Texas Behavioral Health and Justice Technical Assistance Center, Rulo Strategies worked with 15 Texas counties through the Texas Reentry Learning Collaborative. 

Over a nine-month period, the collaborative supported local teams in developing comprehensive reentry programs that ensure continuity of care and recovery support for individuals with mental illness or co-occurring substance use disorders returning to their communities after incarceration in local jails. Participants took part in an in-person training event and monthly virtual meetings, where subject matter experts shared best practices and provided guidance on program development and funding opportunities for sustainable reentry initiatives.

Texas Pre-Arrest Diversion Learning Collaborative

2023 - 2024

With funding from the Texas Health and Human Services Commission and in partnership with the Texas Behavioral Health and Justice Technical Assistance Center, Rulo Strategies worked with 17 Texas counties through the Texas Pre-Arrest Diversion Learning Collaborative. Through an in-person meeting and monthly virtual sessions, participants received hands-on support and resources from Rulo Strategies and other experts, including guidance on implementing diversion models, conducting readiness and implementation assessments, using screening tools, and identifying funding opportunities. 

The Pre-Arrest Diversion Learning Collaborative focused on programs operating at Intercepts 0–1 of the Sequential Intercept Model, emphasizing early intervention and community-based responses.

County, Court, and Justice Leaders: A Framework for Cross-System Collaboration

2021 - 2025

Supported by the State Justice Institute, the County, Court, and Justice Leaders initiative helps cross-sector teams align the efforts of county, court, and justice leaders to develop shared strategies for system improvement. The project began with nine participating sites, each receiving hands-on support and facilitation during a structured planning process from a multidisciplinary team that included Rulo Strategies, Praxis Consulting, and the National Association of Counties. Drawing on this work, Rulo Strategies developed a practical framework to guide local teams in identifying justice challenges and opportunities, prioritizing evidence-based solutions, aligning resources across agencies, and establishing structures to track progress and outcomes. 


Collaboration in Action: A Toolkit for Courts and Counties

2024 - 2025

With support from the State Justice Institute, Rulo Strategies and Praxis Consulting developed Collaboration in Action: A Toolkit for Courts and Counties, an accessible online resource designed to help courts, county officials, and criminal justice stakeholders strengthen local systems. The toolkit provides practical guidance on building partnerships, leading strategic planning efforts, sustaining collaboration, and implementing effective, data-informed solutions. Whether launching new initiatives or enhancing existing efforts, Collaboration in Action equips local leaders with the tools and insights needed to build safer, more effective communities.
