Critical Incident Response and Assistance Program

Corrections agencies across the United States are grappling with critical challenges such as severe staffing shortages, limited budgets, outdated facilities, and growing mental health and medical needs, all of which increase the risk of critical incidents. These incidents,ranging from inmate disturbances and assaults to escapes, suicides, and staff misconduct, can endanger lives, damage public trust, and strain agency operations. With support from the National Institute of Corrections, Rulo Strategies is helping correctional systems respond to a such incidents through training, assistance, and evaluation programs that promote safety, accountability, and public confidence.

National Sheriffs’ Institute

Rulo Strategies is honored to support Major County Sheriffs’ of America to support the National Sheriffs’ Institute. The NSI is the only executive leadership institute specifically designed for Sheriffs. The Institute provides Sheriffs with the knowledge and skills to lead their agencies effectively. Each NSI course offers Sheriffs the opportunity to explore key dimensions of leadership and apply the concepts to their work.

Justice & Behavioral Health Knowledge Exchange

The Justice & Behavioral Health Knowledge Exchange supports communities nationwide in addressing substance use and public safety challenges through the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). This initiative offers technical assistance, peer learning, and strategic planning to help local teams build sustainable, cross-sector solutions.

With a focus on data sharing, recovery pathways, and systems alignment, the Knowledge Exchange empowers communities to reduce overdose risk, strengthen behavioral health responses, and promote public safety.
