Technical assistance coordinator

Matt Costello, MSW


Matt serves as a Technical Assistance Coordinator at Rulo Strategies, where he supports grantees and stakeholders in accessing resources, guidance, and best practices related to opioid, stimulant, and substance use issues. In this role, he collaborates with communities to assess current practices, identify gaps and barriers, and determine technical assistance needs for prevention, treatment, and recovery services.

With over forty years of experience in the social work field, Matt has worked extensively with adults in various settings, developing interventions that promote positive change. He spent more than 29 years with a large Sheriff’s Office in Michigan, where his final assignment was supervising the Program Services Unit of a jail with a capacity ranging from 1,500 to 2,500 individuals. Most recently, Matt served as a Project Manager at the Center for Behavioral Health and Justice at Wayne State University, where he supported the development and expansion of Medications for Opioid Use Disorder programming in Michigan jails.

Matt holds a master’s degree in social work from Wayne State University and is a licensed clinical social worker. A lifelong resident of Michigan, he enjoys spending time with his wife, and as an empty nester, they always look forward to visits from their three adult children.
