Opioid Settlement Planning and Administration

Rulo Strategies helps local governments decide how opioid settlement funds will be spent, manage those funds once a plan is adopted, and learn from what other communities have funded.

Opioid Settlement Works: A Library of Case Studies

Rulo Strategies has launched Opioid Settlement Works, a searchable library of case studies documenting how communities across the country are putting opioid settlement funds to work. Each profile identifies the budget, the partners involved, and the steps that another jurisdiction would take to replicate the model.

Opioid Settlement Works is supported by the Opioid Response Network (ORN), a SAMHSA-funded initiative.

Opioid Settlement Planning

At Rulo Strategies, we understand that no two communities face the opioid epidemic in the same way. That's why our planning process begins with deep engagement: listening to local voices, mapping assets and gaps, and elevating the living and lived experiences of those most impacted. By centering community feedback and tailoring recommendations to reflect each area’s unique challenges and strengths, we help jurisdictions make the most of their opioid settlement dollars with solutions that are both evidence-based and locally grounded.

Opioid Settlement Fund Administration

A spending plan has to be carried out after it is adopted, and Rulo Strategies works alongside local governments as they put settlement funds to use. That support includes developing and managing funding opportunities, assisting applicants and awardees, and producing financial and programmatic performance reports.
